Pre-Occupation Claim

With reference to your letter Ref. No. H.K. 446/74 dated

24th June, 1948, and previous correspondence, I should be grateful if the question of payment for the flour requisitioned by the

Hong Kong Government, and delivered to the Naval Yard in December, 1941, may now be settled.

I would point out that you were first asked to accept this debit in November 1946 and in January 1947 you informed me that the claim has been forwarded to the Admiralty. I wrote you again in June 1948 asking the position, and you replied that a further approach had been made to the Admiralty.

Meanwhile, on 15th June 1946, this Government paid, as a legal obligation, the firm's account for this flour. By virtue of the legislation passed on the subject, this Government is in Law liable to pay interest. The following are the rates laid down

(a) from the date of requisitioning until 27/3/46

(b) from then onwards (in this case to 14/6/46)

I attach an explanatory statement showing the total amount outstanding and I must ask that your cheque for $44,907,87 be forwarded at your very early convenience.

I trust the fact that the bill has been paid on your behalf, plus the liability for interest, will be fully appreciated and thus enable you to bring about a speedy end to this matter.
